Citizens for a Quality Environment is an organization consisting of individuals working together toward preserving, reclaiming, and protecting a quality environment in accordance with the Environmental Protection Agency's Mission "to protect human health and the environment."

Citizens for a Quality Environment come together to share concerns, target issues important to our group and our communities, gather information, and work toward issue resolutions."

Citizens for a Quality Environment was founded in Chambersburg, Franklin County, Pennsylvania as a grass-roots group of individuals working together to identify, monitor, and address activities which negatively impact our common environment.  
 
Citizens for a Quality Environment is registered as a non-profit unincorporated association with the Commonwealth of Pennsylvania, and has been granted IRS 501(c)(4) status by the Internal Revenue Service.

DeEtta Antoun, Director of Citizens for a Quality Environment, a Franklin County-based environmental organization, has been named Chair of the Administrative Oversight Committee of the Citizens Advisory Council to the Pennsylvania Department of Environmental Protection.  The Council, which reviews all environmental laws of the Commonwealth and makes appropriate suggestions for revisions and modifications, was created legislatively in 1971.  The Administrative Oversight Committee handles administrative, budget, and program planning actions like organizational, and structural changes, and grant management.  She was appointed to the Council in 2006, and also serves on the Air Committee, and the Public Participation and Outreach Committee.

  Fred has appeared before the Pennsylvania County, Superior, and Supreme Courts; the U.S. Court of Federal Claims; and the U.S. Court of Appeals for the Federal Circuit.  He is also admitted to practice before the Supreme Court of the United States.  He has successfully pursued bid protests to the U.S. Government Accountability Office (GAO) and appeals to Federal agency Boards of Contract Appeals.  His clients include developers; citizens groups; small, medium, and large manufacturers; and have included numerous municipalities. 

Environmental Attorney, William J. Cluck (see billcluck.com) represented Citizens for a Quality Environment for environmental permitting issues relating to Penn-Mar Ethanol's applications to the Pennsylvania Department of Environmental Protection (PADEP) for Air Quality and Water Discharge permits.

Citizens for a Quality Environment provides a medium through which members can raise awareness of activities which are impacting or may impact our quality of life by changing our environment. 

Citizens for a Quality Environment members can communicate their concerns by submitting information about environment altering activities to our website for dissemination.

We provide periodic email Updates on environmental issues of concern to our local communities and regional actions which may impact our future.  

Citizens for a Quality Environment will communicate regularly with government representative who are in positions to help maintain and improve our environmental quality of life.
